Committee Format

Committees will begin with general debate in which delegates speak upon the topic and country they represent. When completed a motion to open substantive debate is welcome; during this session delegates are permitted to speak of proposals and solutions to the topic in addition to providing insightful comments to other delegates' speeches. During this time, a sense of diplomacy should be displayed in an effort to provide collaborative and well-written working papers/resolutions. Any amendments to working papers must be written before entering voting bloc. Friendly amendments, or amendments written and approved by all sponsors of that resolution, are allowed. Once delegates have reviewed working papers and amendments on the floor, they are permitted to enter voting bloc.

*Security Council and Historical Security Council will begin automatically in substantive debate.

Points and Motions

There are three main points delegates may use throughout committee:
- Point of Inquiry –
Delegates may ask the dais questions about committee


- Point of Personal Privilege –
Delegates may ask for personal needs (i.e. using the restroom)

- Point of Parliamentary Procedure –
Delegates may question is the dais is properly conducting debate.

Motions may be called in which delegates move along debate from different sections:
- Opening/closing General Debate
- Opening/closing Substantive Debate
- Suspending/resuming debate
- Moving in/out of Voting Bloc
